Your Excellency Mr Speaker of the Parliament Igor Grosu,
Ladies and Gentlemen, Dear Friends,
Today we gather to celebrate the 77th anniversary of the founding of the People's Republic of China. This year also marks the 105th anniversary of the founding of the Communist Party of China. It is under the leadership of the Communist Party that the Chinese people, through a great struggle, built the People's Republic of China, achieved the historic leap from inadequate food and clothing to an all-round moderately prosperous society, and created the two miracles of rapid economic development and long-term social stability. At present, we are working hard to advance Chinese modernization, whose core goal is to enable more than 1.4 billion people to share in the fruits of modernization and to gradually achieve common prosperity for all.
2026 is the opening year of China's 15th Five-Year Plan. China remains committed to high-quality development and to further deepening reform. China's economy has demonstrated strong resilience and vitality. In the first half of the year, China’s GDP grew by 4.7%, with new growth drivers such as high-end manufacturing, digital economy and modern services contributing over 40% of economic growth; AI-related industries maintained growth of over 30%. The 15th Five-Year Plan is both China's own development blueprint and a list of cooperation opportunities for the world. China will continue to expand high-standard opening-up and promote the liberalization and facilitation of trade and investment. In the first half of the year, China’s imports grew by 22.1%, 8.7 percentage points faster than exports. A more dynamic and open China will inject greater impetus into global development and create broader space for cooperation with countries around the world, including Moldova.
Faced with a world full of uncertainty, China remains firmly committed to the path of peaceful development and to practicing true multilateralism, firmly upholding the international system with the United Nations at its core, the international order underpinned by international law, and the basic norms governing international relations. President Xi Jinping has successively put forward the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative, calling on all countries to resolve disputes peacefully, promote prosperity through development, deepen understanding through exchanges, and improve governance through cooperation. China stands ready to work together with countries around the world, including Moldova, to build a community with a shared future for mankind and to provide the world with greater stability and certainty.
In 2026, China-Moldova relations have made encouraging progress. Deputy Prime Minister and Minister of Foreign Affairs Mr. Mihai Popșoi paid an official visit to China, holding in-depth talks with Foreign Minister Wang Yi that set the direction for, and gave fresh impetus to, bilateral relations. Deputy Speaker Mr. Vlad Bătrîncea led a cross-party parliamentary delegation to China, with many MPs sharing their impressions of the visit in real time on social media, deepening mutual understanding between the two peoples. China's “Happy Chinese New Year” cultural troupe and the China National Opera House's performance of Turandot in Moldova both achieved great success; the Embassy held its first-ever “China Day” event in Chișinău, giving thousands of Moldovans an immersive experience of Chinese culture; and an increasing number of schools have introduced Chinese language courses; Chinese new-energy vehicles have become very popular in Moldova. I have also had the privilege of venturing beyond Chișinău to see more of Moldova — from Soroca and Bălți to Găgăuzia, from Ungheni to Căușeni and Anenii Noi — visiting schools, hospitals, farms, factories and wineries, and forging deep friendships with local governments and communities.
China continues to provide Moldova with assistance within its capacity. Phase III of the Traditional Chinese Medicine Center has been officially launched. Bilateral cooperation on human resources training has yielded fruitful results. China and UNDP is about to launch a project to improve access to rehabilitation services and assistive technologies for persons with disabilities in Moldova. Moldovan grape-seed meal and sunflower-seed meal have already been exported to China, and agreement in principle has essentially been reached on exports to China of honey, cherries, and grape seeds. We are actively working to support Moldova's first-ever participation with a national pavilion at the China International Import Expo in Shanghai in November, which will become an important showcase for Moldova's quality wines, agricultural products and other specialty goods.
Next year will mark the 35th anniversary of the establishment of diplomatic relations between China and Moldova. China stands ready to work with Moldova to deepen cooperation in economy and trade, agriculture, energy, health, education, culture and tourism, to expand exchanges at all levels, and to turn more shared visions for cooperation into tangible outcomes, so that the friendship between our two countries takes deeper root in the hearts of our peoples.
Ladies and Gentlemen, Dear Friends,
Tomorrow is the Mid-Autumn Festival, the most important traditional Chinese festival only next to the spring festival. As an ancient Chinese poem goes, “As the bright moon rises over the sea, we share this moment together, though far apart.” In China, the full moon of the Mid-Autumn Festival embodies people's hopes for reunion and happiness. On this night when the moon shines bright, families and friends gather to admire the moon, savor tea and enjoy mooncakes, sharing wishes for family happiness and national peace and prosperity. Tonight we also take this occasion to celebrate the Mid-Autumn Festival and I wish the people in both China and Moldova peace and happiness. I wish all the guests good health and family reunion.
Thank you all. Please enjoy the night.
